Interesting idea, designed to allow for 'valid' phony name/address info, (where phone is valid exchange for town, name is basic valid structure while seemingly unlikely to be found in reality -not a 'Tom Jones' type name), for use in submittal web forms for joining some site which you don't want to have valid info. Make one of these, copy it down, and leave it all over the web?
